Even I, who come from the Philippines, understand it that way. I refrain from using the word "cold" because in December, the highs can get into the mid-50's and the lows down into the high 30's...maybe I'm crazy but I don't consider that "winter coat" material. But as my mom also mentioned, if I'm visiting other countries, it may be colder there.
